Since the affirmation of rationality as a way of functioning of the public space in the seventeenth and eighteenth centuries, - which emerged against the absolutism of monarchy -, the legitimacy of social projects has considerably evolved. With the French Revolution, public opinion bypassed the arbitrary power of the monarchy.

Born in the literacy circles, as well as in the art critique milieu, the concept of judgement consolidated the Reason legitimacy thus extending itself to the political sphere. Contrary to a widely spread opinion, the legimacy of Rationality wasn’t established once and for all in the domain of politics.

The social discussion constituting the public space adapted itself to the main issues that structured the Western countries. Since the earlier XXth, the techno-science was asserted as the social becoming creed. The techno-science did not only merge itself to the Western culture, moreover, it as became an important element of legitimacy for the political power.

Observing the evolution of Quebec cultural policies, we will analyse how the techno-science legitimate itself as a structuring component of the social debate in Quebec public space. Beyond the legitimacy per se, the place of Science and Technology in society and the repositioning of social actors are at stake.
